Captain Ehrlich is urging his officers to take time to participate in short and long-term projects with community-based agencies.

For example, the Boys & Girls Club of SF, Ernest Ingold Clubhouse will host a monthly rap session between officers and their teen after school program. On Saturday October 8th, LHMA organized a spectacular Clean Up Day. DPW and Supervisor Mirkarimi participated in power washing sidewalks, covering graffiti and increasing the number of trashcans on the streets.

LHMA was invited to the HASA meeting to open the discussion on ways that LHMA and HASA can partner in future projects. A merchant in the Lower Haight is organizng a mural project and community-based organizations should contact Kyle if they have youth who would be interested in participating. Community-based organizaitons should begin thinking of additional ways that HASA could partner with Lower Haight merchants.

COMMUNITY EVENTS & CONCERNS
Cole Street 15th Anniversary Party
Huckleberry’s Cole Street Clinic’s
15-Year Anniversary Party
Open House

October 29th, 2005
12pm-4pm
555 Cole Street (btwn. The Clean Ups recruit youth who utlilyze HAYOT’s drop-in facilities. The youth are trained on how to pick up trash, recyclables, used hypodermic syringes, and other forms of waste. Once trained, the youth head into Golden Gate Park and begin a 2-hour intense clean up. The first clean up brought in over 6 biohazard containers of syringes and 30-contractor sized trashbags.

To celebrate the day’s activities, HAYOT hosts a community lunch. All community residents, community-based organizations and merchants are invited to attend the lunch.

COMMUNITY POLICING
*Haight Referral Card (Completed)*
The Haight Referral Card has been completed and sent to the printer. We should have enough cards to distribute to CBOs and the police of Park Station. The intention of the card is to increase the number of referrals that police make to CBOs. Kyle is currently working on a method to track the number of people referred by police and will also track the services provided by CBOs. Please contact Kyle if you are interested in assisting him in developing a tracking process.

*October Park District Community Forum*
The October 27th, Park District Community Forum, will be held at Park Station Community Room (1899 Waller St.) at 6pm. All CBOs are encouraged to attend the Community Forum to learn more about the roles of the Operation Outreach officers.

*Park District Community Forum Advisory Committee*
The Park Police District (which is most of District-5) holds monthly community forums. In an attempt to increase participation and meaningful dialogue, Park District is organizing an Advisory Council for the Community Forums. The Advisory Council will represent merchants, residents & community-based organizations.

Please contact Kyle if you would like to represent your CBO or if you would like to recommend a resident or merchant. There was also a suggestion that the crisis intervention model would be an on-call service.

– Dario Harper initiated a discussion around District-Based Planning. Meeting Minutes: 10/10

LOWER HAIGHT MERCHANT ASSOCIATION
OCTOBER 10th, 2005, 7pm - 8:30pm
MEETING MINUTES

CLEAN UP DAY
LHMA held its first community Clean Up Day on Saturday, October 8th. The Clean Up was held from 9am - 12pm and a barbecue brought the day to a close. There was an estimate of 30 - 50 volunteers. Included in the volunteers were the Director & Assistant Director of DPW, District -5 Supervisor Ross Mirkarimi and his aide Regina Dick-Endrizzi.

LHMA has decided to organize the Clean Up days on a quarterly basis. The next Clean Up has yet to be scheduled. LHMA would like to thank all of the Lower Haight merchants that donated food to the barbecue and their energy to the Clean Up.

DEVELOPMENTS ON BECOMING A BLOCK ASSOCIATION
In order to ensure a strong infrastructure, LHMA has decided to establish a steering committee. The steering committee will be a diverse representation of business owners and establishments. The steering committee will work to establish examples organizational structure to present to merchants. Following presentations, merchants will then vote to decide which organizational structure best fits their needs. Please contact Oli if you are interested in participating on the LHMA steering committee. It is still being discussed, but the steering committee will rotate members on a 3-month or 6-month basis in order to prevent burnout.

One way to ensure a proper and effective creation of a merchant association is to understand the short and long term goals of the merchants. All merchants have been asked to bring their short and long term goals for the LHMA to the November meeting.

ROLES & RESPONSIBILITIES OF BLOCK CAPTAINS
Block Captains are still needed for Steiner & Waller Streets. Please contact Anne P, if you are interested in participating as a Block Captain. Wyatt, of San Francisco SAFE will conduct a Block Captain training before the November LHMA meeting. The Block Captain training will review roles and responsibilities of Block Captains and discuss the support that San Francisco SAFE provides to Block Captains.

One of the most important roles of Block Captains is maintaining communication from merchants and transferring that information onto the other Block Captains and the LHMA steering committee. Wyatt, will review phone trees and other methods of communication during the Block Captain training.

KEEPING CLEAN AFTER CLEAN UP DAY
The San Francisco Graffiti Task Force will attend and present at the November LHMA meeting. The Graffiti Task Force will address neighborhood concerns around graffiti. Rick, of Cole Street Hardware, has offered to provide anti-graffiti paint. Anti-graffiti paint dissolves spray paint as soon as spray paint is applied to the painted surface.

Due to the success of the Clean Day, LHMA has decided, with the support of Supervisor Mirkarimi and DPW, to organize quarterly Clean Up days.

LHMA has secured additional trashcans that have been distributed throughout Lower Haight. This in addition to the tree cutting and the continued pressure washing. Merchants have offered to organize a mural project that will be displayed on the new trashcans. On Sunday, the Supervisor and a friend performed CPR on a man, and then carried him down a hill to a waiting ambulance, police said Wednesday. "It doesn't leap to my mind when I've heard about another politician doing something like this," said San Francisco police Capt. John Ehrlich, with the Park Station. "I don't know if other [politicians] would have done this."

There's no word on whether the man was a voter in District 5, Mirkarimi's district.

The incident began when someone called 911 to report a man was calling for help in Buena Vista Park. Mirkarimi and the friend heard the man calling for help and headed down a hill to give him CPR, according to police. When police arrived on the scene, they guided Mirkarimi and the friend to the ambulance.

The incident comes after Mirkarimi helped stop a smash-and-grab robbery in June. Mirkarimi noticed a guy dragging a backpack away from a car in the Lower Haight that had a broken window. The man dropped the bag after Mirkarimi yelled at him and gave him a short chase.

The bag, which contained clothing, a wallet and a checkbook, belonged to a tourist from Texas, who was thrilled to get it back. Mirkarimi did not return a call for comment Wednesday, but told The Examiner in June not to make a big deal of his crimefighting.

"Please don't make me out to be the caped crusader, because I'm not. … Anybody would do such a thing."

<link rel='alternate' type='text/html' href='http://parkdistrict.blogspot.com/2005/09/all-in-days-work-for-sup-mirkarimi.html' title='All In A Day's Work For Sup. Steiner & Fillmore)

The Lower Haight Merchants' Association held their second meeting on September 19th at Idle Hand Tattoo. The meeting was well attended with nearly 20-merchants and additional community members in attendance. Supervisor Ross Mirkarimi and his aide Regina Dick-Endrizzi, along with a representative from SF SAFE, attended the meeting and spoke on a variety of topics and initiatives.

In a short amount of time, the Lower Haight Merchants' Assoc. has generated a tremendous amount of excitement among merchants throughout the Lower Haight community. Many merchants who attended the initial meeting were unable to attend the 9/19 meeting. Therefore, the word has spread among merchants that the Lower Haight Merchants' Assoc. is a necessity and critical element to the blossoming Lower Haight Community.

"Official" minutes will be distributed by the Lower Haight Merchants in the near future. The "official" minutes will be posted as soon as they are released. In the meantime, these "unofficial" minutes will detail the meetings activities and decisions.

Regular Meeting Date / Time / Location:

The Lower Haight Merchants' Association has decided to hold monthly meetings on the second Monday of every month at 7pm. The meetings will be held at Idle Hand Tattoo (575 Haight St. btwn. Steiner & Fillmore).

Tracking Calls Made To Police Cell Phones:

Merchants are encouraged to keep track and make notes of ALL phone calls made to Park & Northern District cell phones (numbers listed below). Merchants will be unable to receive CAD numbers through calls made to officers' cell phones. However, you can keep track of date, time and incident for each phone call. The Lower Haight Merchants' Assoc. will collect this information at the end of each month and review the data for unacceptable responses and any other possible concerns.

Northern District Cell (for concerns east of Steiner) :
Local Patrol: 415-307-1910

Park District Cell (for concerns west of Steiner) :

Local Patrol: 415-640-4822

Arrange Neighborhood Walk-Throughs

Nicole and Regina will work together to arrange a neighborhood walk-through with SFPD Chief Heather Fong. The walk-through will address lighting and other safety concerns. Both Cpt. Dillon (Northern District) and Cpt. Ehrlich (Park District) will participate in the walk-through and discuss the role of beat officers and other collaborative efforts between the Districts that will address safety.

Trash Cans

Lower Haight needs more trash cans on the sidewalks. Nicole and Oliver passed out maps that highlight current positions of trash cans. Supervisor Mirkarimi urged the Merchants' Assoc. to advocate for more trash cans to be placed throughout the neighborhood. The trash cans could be distributed on a "test" basis and could either be removed (if it is decided that they are not needed) after 3 or 6-months. Merchants should identify locations for new trash cans. Once the number of trash cans has been decided, Supervisor Mirkarimi will advocate to bring trash cans into the neighborhood.

TJ brought up the idea of having Scavenger bring in trash bins that can be locked by the owner. A locked trash bin allows the owner to unlock the bin just before disposal and would prohibit people from opening the bins in search of recyclables. Talk with TJ (Idle Hand) if interested in working with Scavenger to bring in locked trash bins.

400-Block

Supervisor Mirkarimi has agreed to talk with each merchant on the 400-block of Haight with the intention of bringing them on-board with the Merchants' Assoc. It has been discussed that merchants on the 400-block feel uncomfortable attending merchants' meetings due to threats made against the merchants.

SF SAFE

SF SAFE presented on the methods and process of establishing a Business Watch. SF SAFE helps residents, police, and community groups work together to create neighborhood and business watches. For more information, refer to the link above.

Lower Haight Clean-Up Day

Lower Haight Merchants' Association, in partnership with Supervisor Mirkarimi's Office, will organize and host the Lower Haight Clean-Up Day on either Oct. 8th or Oct. 22nd. Nicole and Regina will work with DPW to secure supplies. Merchants are encouraged to invite residents and other community members to participate in the clean-up. An effective method of increasing participation is having food at the event. Local eateries may want to consider donating food for a community lunch.

The Clean-Up Day will organize groups to clean-up graffiti, sweep and powerwash sidewalks and will include other beautification projects.

Block Captains

SF SAFE and Sup. Mirkarimi encouraged the Merchants Association to identify Block Captains and Co-Captains for each block represented by the Lower Haight Merchants' Association. In addition to Block Captains, the Merchants' Association will also identify roles and responsibilities for officers. Currently, some Block Captains have been identified. However, no officers have been identified. It may be most efficient to create "job" descriptions and responsibilities for officers and Block Captains before recruiting additional merchants for the positions. Merchants will most likely want to know what responsibilities come with their new duty.

Current Block Captains

200 Block Fillmore: Alex - Metro Cafe

400 Block Haight: Oliver -

500 Block Haight: TJ - Idle Hand

600 Block Haight: Nicole - Vapor Room

700 Block Haight: Chuck - Costumes on Haight

<link rel='alternate' type='text/html' href='http://parkdistrict.blogspot.com/2005/09/lower-haight-merchants-assoc-meeting.html' title='Lower Haight Merchants' Assoc. The Board of Supervisors responded with legislation creating Youth Recognition Day – a day for San Francisco to honor young people who have demonstrated the kind of leadership and courage that deserves our recognition.

Eleven young people, one from each Supervisorial District, will be selected and recognized at a ceremony and reception at City Hall on Tuesday, December 13th. In order to be considered for this honor, nominees must be between the ages of 12 and 23 years old. Nomination forms will be reviewed by the members of the San Francisco Board of Supervisors. Those honorees selected will be contacted by October 31, 2005.

Throughout our city and the world, youth are making valuable contributions to improving schools, neighborhoods, and communities. Be a part of this important day by nominating a young person to be honored at Youth Recognition Day!

To nominate a young person, please download and fill out the nomination form and return to the San Francisco Youth Commission no later than 5:00pm on Thursday, September 29, 2005. For more information, please contact Ron McCan, Program & Policy Coordinator, at the San Francisco Youth Commission at (415) 554-6446.

Download the Youth Recognition Day Nomination form in pdf format

Read about former Youth Recognition Day Honorees

Read the Youth Commission's "Positive Recogniton of Youth" Resolution

JOIN V.I.P. The Park District Police Commission meeting will be held on Sept. 28th at Grattan Elementary School (165 Grattan St., SF, CA 94117).

A BBQ will kick-off the meeting at 5:30pm. The actual meeting will begin at 6pm. Food will be provided throughout the evening. Community members are strongly encouraged to attend the meeting and discuss community concerns and to acknowledge the accomplishments that have been made within the park District.

HAIGHT REFERRAL CARD

HASA-members have been working on a Social Service Haight Referral Card for the past 2-months. We are in the finishing stages of the card and are asking for all HASA-members to review the information to ensure proper and current program information. The service information that will be listed on the Referral Card was distributed to attendees to review and email corrections to Kyle. We are not looking to add services to the Referral Card, but are simply looking for corrections to existing information.

The Referral Card will be distributed to Park Station Police Officers to use as an alternative to arrest or citation whenever possible. Rather than arresting or citing an individual, Park Station officers can make proper referrals to community based social service agencies. This is a community-driven attempt to decrease recidivism rates among non-violent offenders.

ADDRESSING VIOLENCE IN DIST. 5 BY STRENGTHENING CBOs

George Smith, Executive Director of Ella Hill Hutch, joined today's HASA meeting to discuss his efforts in organizing CBOs throughout District 5. As of 9/14, there have been 3 homicides in the Western Addition within the past two-weeks. Violence is once again spiking within the community and it is critical that community based organizations organize themselves to strengthen the relationship between one another in an attempt to create a sustainable approach to ending violence throughout our District.

George Smith and Ella Hill Hutch (1050 McAllister St.) are currently holding meetings on the third-Monday of each month at 12pm (wonderful lunches are provided). The meetings are intended to bring CBOs and government officials together to coordinate a true safety net among ourselves in order to provide superior services and confident referrals. District-5 CBOs are strongly encouraged to attend the monthly meetings.

UPCOMING MEETINGS & EVENTS

Sat. Each National Night Out event is unique to the community in which it is being held. Some communities will organize marches in order to reclaim their streets, while other communities will host barbecues.

Now This Is professionalnl BBQ!

In San Francisco, National Night Out events are organized in every police district throughout the City. The Park Police District, which includes the Haight-Ashbury community, hosted its third National Night Out at the local Boys & Girls Clubhouse on Page Street. Due to the unique weather climate of the Haight-Ashbury neighborhood, it was decided to hold the event indoors to prevent the cold weather and fog from limiting attendance. The Boys & Girls Club has hosted two youth forums that addressed relationships between youth and police and also have an ongoing program called, Cops Read To Kids. Therefore, the Boys & Girls Club seemed to be a natural host for the Park District National Night Out.

Who Is Ready To Take On The Boys & Girls Club Pool Sharks!

Many community residents visited the Boys & Girls Clubhouse and were welcomed to a barbecue and plenty of indoor games. Captain John Ehrlich, of the Park Police District, and six of his officers participated in the evening’s events. Over 40-people visited the Boys & Girls Club and participated in the evening’s events. The evening’s festivities included youth from the Boys & Girls Club barbecuing food for community members, games of pool and ping-pong and the evening concluded with an exhilarating basketball game between the youth of the Boys & Girls Club and the Park Police station officers.

Captain Ehrlich Remained Undefeated On The Ping-Pong Table

National Night Out was a success this year due to the significant turnout of community residents, police officers and neighborhood youth.

The Police Asked For A Cops vs Youth Game
Need I Say More ;)

Good Sports and Great Attitudes Led To A Wonderful Game

D. Last year alone, the HAFP Community Kitchen served 61,195 hot nutritious lunchtime meals to anywhere from 169 to 654 people four days per week, serving an average of 281 people per day. During 2004, the HAFP Community Kitchen provided meals to an average of 672 seniors a month.

The success and the services of the HAFP Community Kitchen often overshadow the HAFP’s Food Service Job Training and Retention Project (FSJTRP). The FSJTRP provides in-depth assessment, training, job search, job placement and job retention services to 24 to 30 participants per year. The job training portion of the project consists of a 12-week intensive program (32 hours per week) including hands-on cooking, food service theory classes, life skills and individual and group counseling. Participants in the project receive the uniforms and tools that will be necessary for their future career in the food service industry, as well as a small weekly stipend.

82% of those enrolled (122/148) completed the training and earned a graduation certificate – often the first thing that they have completed since grade school. In 2003, the amount of participants who graduated was a record high of 93%, with only 2 drop-outs.

81% of those who have graduated (96 out of 118) have been employed, earning an overall average starting wage of $10.85 / hour. During 2003, the average placement wage was $11.52 / hour.

At least 66% (50 out of 76) of those graduates who have been employed have retained employment for one year or more.

The concrete results of the HAFP’s services showcase the superior services offered by HAFP-staff and volunteers. The incredible numbers of meals prepared and served daily highlights the ongoing struggle to end hunger within our community. For over the past 20-years, the HAFP has led the fight to end hunger within our community. The HAFP now needs the help of the Haight-Ashbury community to preserve this neighborhood institution.

The HAFP is struggling to recover from the cut in federal funding that went to directly fund the majority of the Job Training and Retention Project. The federal funding that HAFP received to maintain the Job Training and Retention Project has been cut from the federal budget. Therefore, come September 2005, the HAFP will no longer receive a significant portion of their annual funding. Due to the loss of funding, HAFP has already been forced to reduce the number of HAFP-staff and close the doors to the Job Training and Retention offices on Divasadero St. The Job Training and Retention Project and the Community Kitchen will now operate under the same roof at 1525 Waller Street.

The HAFP is addressing the current financial crunch by hiring an Interim Executive Director who will specialize in fundraising. Jenn Sramek is a long-time Haight-Ashbury community resident who has chosen to come on-board to assist a community organization that she values as a community resident. When asked what her immediate plans were to stabilize HAFP-funding, Jenn responded, “I am planning to research alternative funding sources for the job training program, look for ways in which we can make the HAFP a sustainable organization in terms of an endowment or other long-term funding options, and help the staff and recipients of the programs re-shape it into programs that are efficient, effective, engaging, and most of all that produce the kind of concrete result that a lot of funders look for in these kinds of programs. HAFP already does a great job of this, of course, but we need to spread the word a bit, and case a wider net in terms of funding.”

The hurdle that the HAFP is attempting to conquer would be much more manageable with the assistance of community members. How can the Haight-Ashbury community assist the HAFP? Jenn’s response is, “The community can assist HAFP by considering making a tax-deductible donation to the organization, or by contributing to an endowment for the Job Training and Retention Project, which will help us keep the programs going through the inevitable ups and downs of funding streams (both from private institutions and from government sources). These "gifts that keep on giving" are a great way to make a lasting impact, and to ensure that these programs continue on into the future for as long as they are needed. You can contact HAFP to do either of these.”

If you would like to assist the HAFP, please contact Jenn Sramek immediately. The contact information for the HAFP is listed below. In order to preserve community-organizations, it is critical that those organizations receive the support of community members (residents, merchants and other community-organizations). The HAFP continues to address the needs of our community. It is now time that community residents acknowledge the need to preserve community-community organizations within our neighborhood and act immediately to address this community-need.

The Haight Ashbury Food Program
Jenn Sramek, Interim ED
1525 Waller Street, 94117
Ph: 415-566-0366
