*** SFPD PARK STATION CAPTAIN SEEKS REQUESTS FROM CBOs***
SFPD Park Station Captain John Ehrlich is seeking requests and suggestions from community-based organizations detailing how Park Station officers can best partner with community-based agencies. Captain Ehrlich is urging his officers to take time to participate in short and long-term projects with community-based agencies.

For example, the Boys & Girls Club of SF, Ernest Ingold Clubhouse will host a monthly rap session between officers and their teen after school program. The discussion will be a “no holds barred” dialogue that will enable the teens and officers to begin informing one another’s perceptions and increasing the humanity and understanding that we have for one another.

LOWER HAIGHT MERCHANT ASSOCIATION

The Lower Haight Merchant Association is a newly formed partnership between merchants in Lower Haight. On Saturday October 8th, LHMA organized a spectacular Clean Up Day. DPW and Supervisor Mirkarimi participated in power washing sidewalks, covering graffiti and increasing the number of trashcans on the streets.

LHMA was invited to the HASA meeting to open the discussion on ways that LHMA and HASA can partner in future projects. A merchant in the Lower Haight is organizng a mural project and community-based organizations should contact Kyle if they have youth who would be interested in participating. Community-based organizaitons should begin thinking of additional ways that HASA could partner with Lower Haight merchants.

Haight Ashbury Youth Outreach Team
Community Preservation & Beautification Clean-Up Day

The Haight Ashbury Youth Outreach Team (HAYOT) is organizing four community Clean Up Days. The Clean Ups recruit youth who utlilyze HAYOT’s drop-in facilities. The youth are trained on how to pick up trash, recyclables, used hypodermic syringes, and other forms of waste. Once trained, the youth head into Golden Gate Park and begin a 2-hour intense clean up. The first clean up brought in over 6 biohazard containers of syringes and 30-contractor sized trashbags.

To celebrate the day’s activities, HAYOT hosts a community lunch. All community residents, community-based organizations and merchants are invited to attend the lunch.

COMMUNITY POLICING
*Haight Referral Card (Completed)*
The Haight Referral Card has been completed and sent to the printer. We should have enough cards to distribute to CBOs and the police of Park Station. The intention of the card is to increase the number of referrals that police make to CBOs. Kyle is currently working on a method to track the number of people referred by police and will also track the services provided by CBOs. Please contact Kyle if you are interested in assisting him in developing a tracking process.

*October Park District Community Forum*
The October 27th, Park District Community Forum, will be held at Park Station Community Room (1899 Waller St.) at 6pm. This month’s forum will focus on Operation Outreach. Each Police District has two Operation Outreach officers who directly serve the homeless community. All CBOs are encouraged to attend the Community Forum to learn more about the roles of the Operation Outreach officers.

*Park District Community Forum Advisory Committee*
The Park Police District (which is most of District-5) holds monthly community forums. In an attempt to increase participation and meaningful dialogue, Park District is organizing an Advisory Council for the Community Forums. The Advisory Council will represent merchants, residents & community-based organizations.

District-5 CBO Co-Chair
Ella Hill Hutch Executive Director George Smith asked for a volunteer to partner with him as Co-Chair of the District-5 CBO collaborative. Mr. Greg Vaughn of Back On Track volunteered to to become Co-Chair with Mr. George Smith.

Announcements
– Due to the continued and increasing violence within Districts 5 & 10, meeting participants suggessted establishig a community driven crisis intervention model. The cirsis intervention model would be a community designed and implemented approach to providing support and counseling to community and family members. It was suggested that the crisis intervention model could work in partnership with San Francisco City crisis units. There was also a suggestion that the crisis intervention model would be an on-call service.

– Dario Harper initiated a discussion around District-Based Planning. This was a new concept to many of the meeting participants. Therefore, Mr. Harper offered to speak more in depth about the community planning concept at the November meeting.

Safety Guidelines
Sharon Alford has asked for all organizations to review the current list of Safety Guidelines (see below). The final draft of Safety Guidleines will be used by all District-5 CBO participating agencies. The primary purpose of the Safety Guidelines is to ensure that agencies can make confident referrals by knowing that the referring agency will abide by the Safety Guidelines.
Please review the guidelines and bring additons/subtractions/changes/suggestions to the November Dist.-5 CBO meeting.

MEETING MINUTES


CLEAN UP DAY
LHMA held its first community Clean Up Day on Saturday, October 8th. The Clean Up was held from 9am - 12pm and a barbecue brought the day to a close. There was an estimate of 30 - 50 volunteers. Included in the volunteers were the Director & Assistant Director of DPW, District -5 Supervisor Ross Mirkarimi and his aide Regina Dick-Endrizzi.

LHMA has decided to organize the Clean Up days on a quarterly basis. The next Clean Up has yet to be scheduled. LHMA would like to thank all of the Lower Haight merchants that donated food to the barbecue and their energy to the Clean Up.

DEVELOPMENTS ON BECOMING A BLOCK ASSOCIATION
In order to ensure a strong infrastructure, LHMA has decided to establish a steering committee. The steering committee will be a diverse representation of business owners and establishments. The steering committee will work to establish examples organizational structure to present to merchants. Following presentations, merchants will then vote to decide which organizational structure best fits their needs. Please contact Oli if you are interested in participating on the LHMA steering committee. It is still being discussed, but the steering committee will rotate members on a 3-month or 6-month basis in order to prevent burnout.

One way to ensure a proper and effective creation of a merchant association is to understand the short and long term goals of the merchants. All merchants have been asked to bring their short and long term goals for the LHMA to the November meeting.

ROLES & RESPONSIBILITIES OF BLOCK CAPTAINS
Block Captains are still needed for Steiner & Waller Streets. Please contact Anne P, if you are interested in participating as a Block Captain. Wyatt, of San Francisco SAFE will conduct a Block Captain training before the November LHMA meeting. The Block Captain training will review roles and responsibilities of Block Captains and discuss the support that San Francisco SAFE provides to Block Captains.

One of the most important roles of Block Captains is maintaining communication from merchants and transferring that information onto the other Block Captains and the LHMA steering committee. Wyatt, will review phone trees and other methods of communication during the Block Captain training.

KEEPING CLEAN AFTER CLEAN UP DAY
The San Francisco Graffiti Task Force will attend and present at the November LHMA meeting. The Graffiti Task Force will address neighborhood concerns around graffiti. Rick, of Cole Street Hardware, has offered to provide anti-graffiti paint. Anti-graffiti paint dissolves spray paint as soon as spray paint is applied to the painted surface.

Due to the success of the Clean Day, LHMA has decided, with the support of Supervisor Mirkarimi and DPW, to organize quarterly Clean Up days.

LHMA has secured additional trashcans that have been distributed throughout Lower Haight. This in addition to the tree cutting and the continued pressure washing. Merchants have offered to organize a mural project that will be displayed on the new trashcans. We will discuss this at the next meeting.

There are still concerns of "dumping" in the community. Merchants are encouraged to take note of continuous dumping locations so we adjust trashcan locations if needed.


MUST DOs FOR NEXT MEETING
-ALL merchants should bring short & long term goals for LHMA (what would you lke to see) this is very important as it will steer the committee in the starting direction.

- Steering Committee should meet once to identify members and to bring 3 examples of organizational structure

- Block Captains must meet with Wyatt and participate in Block Captain training

- Mark (Future Primitive) will report on trashcan mural project

- Jason (Alt Health serv) will report on CART program

Lower Haight Merchants Are Organizing Ourselves In-Order To Increase Neighborhood City Services, City Government Accountability, Establish Regular Communication Between Merchants & Address Ongoing Merchant & Community Concerns.


The Lower Haight Merchants Association (LHMA) will be hosting our third meeting on October 10th, at 7pm. LHMA meetings are held at rotating merchant locations and the October meeting will be held at Memphis Minnie’s. The September LHMA meeting was hosted by Idlehand and welcomed Supervisor Ross Mirkarimi and his aide Regina Dick-Endrizzi. LHMA is working in partnership with government officials and community organizations to increase neighborhood safety and city services, enhance merchant communication and partnerships and to address critical concerns of our community. All Lower Haight merchants are encouraged to attend the October LHMA meeting.

The Lower Haight Merchants' Association Clean-Up Day will be held this Saturday, October 8th at 9am. Come out and help clean-up the neighborhood and meet merchants. Rumor has it that there will be a fantastic BBQ to conclude the cleaning!

Tonight through the assistance of Supervisor Mirkarimi and Daniel Homsey, Director of the Mayor's Office of Neighborhood Services we have assembled representatives from SFFD, SFPD, Office of Emergency Services, Red Cross and local hospitals who have experience in disaster planning. As we've witnessed the aftermath of Hurricane Katrina and its impact on the city of New Orleans, many of us have recognized the need for community preparedness when the infrastructure of a city is overwhelmed or even incapacitated. Together we will begin a dialogue that will result in a disaster plan for our neighborhoods.
